Principally, certification procedure consists of three phases.

Firstly, Certification Application

At this stage, applicant delivers certification request for telecommunication equipment, addressed to the Director of Pos and Telecommunications Standardization. The applicants are manufacturer (its representative), (authorized) distributor, importer and an institution (a company who use telecommunication equipment for its own operation), such telecommunication operator, service provider or a government institution.

Application letter is attached with:

1. Form FR PM 4 and FR PM 5 (shall be filled in in advanced, 1 form (FR PM 4 and FR PM 5) for 1 type of equipment).
2. Company legal documents, such as company establishment act, operational license and tax registration number (NPWP).
3. Technical documents, manual book, brochures and technical specification of the equipment.
4. Authorized distributor shall attach reference letter from the manufacturer or principal for its assignment as the distributor.
5. Importer shall attach Special Import Identification Number (NPIK).
6. In relation to Mutual Recognizion Arangement (MRA), applicant shall attach test report issued by accredited test lab (ISO 17025).

Upon the receipt of the application letter, terms and condition of the application will be checked and determined the technical regulation for test reference.

If terms and conditions is fullfiled and technical regulation available, within maximum 5 days the letter of payment order (SP2) and test reference letter (SP3) will be issued, for equipment test which is conducted by the Directorate General of Posts and Telecommunications (DGPT) Test House. If the equipment test is to be conducted by Telkom Risti Bandung, only SP3 will be issued.

If technical regulation for test reference is not yet available, then formulation of technical regulation shall be done in advanced. Certification process can not be further proceed until the technical regulation determined by the Director General of Posts and Telecommunictions.

Secondly, the Test of the telecommunication Equipment

Upon the receipt of the SP3, certification process is continued to the test of the equipment. Applicant shall bring the prove of the test payment and equipment sample to the test house if the test is to be conducted by the DGPT Test House. While if the test is to be conducted by Telkom Risti Bandung, the applicant shall bring SP3. For CPE equipment the applicant shall bring 2 sampels, while for non-CPE the applicant shall bring 1 sample.

At his moment the test house available to conduct the equipment test are DGPT Test House and Telkom Risti Bandung.

The equipment test shall take maximum 45 days.

Thirdly, Certificate Issuance

After the completion of the equipment test, test house shall deliver test report to the Director of Posts and Telecommunications Standardization. The test report will be further reviewed. If the equipment tested complies with the technical regulation, a certificate will be granted. If the equipment tested does not comply with the technical regulation, applicant will be informed in written. The certificate or written letter shall be issued maximum 10 days since the test report is received from the test house.

After the applicant receive the certificate, applicant is obliged to attach label (mark) on the certified equipment or on its boxes. The label is intended to guarantee for the consumer and for the monitoring purpose by the Directorate General of Posts and Telecommunications in the market.

1. What shall be done in advance before importing or using a telecommunication equipment in Indonesia ?
   Before a telecommunication equipment is imported or used in Indonesia , the equipment shall be certified in advanced. The certification is intended to guarantee the interoperability and interworking among equipments, to avoid interference between equipments, protect consumers from being disadvantaged of telecommunication equipment use and to push technology innovation and national industry.
   
   The certification of the telecommunication equipment before being imported or used can avoid loss for the party who import or use the equipment, particularly in entry points in Indonesia . Imported equipment will be checked by the Indonesia Custom. If the equipment is not accompanied by a certificate, the equipment will be withheld by the custom and can not be entered to Indonesia .
    
2. What equipment shall be taking into account technical regulation in Indonesia ?
   Each type of telecommunication equipment shall take into consideration of comply with the technical regulation applicable to Indonesia , either wireline or wireless equipment.
    
3. Why shall telecommunication equipment take into account technical regulation applicable to Indonesia ?

4. Who are entitled to apply for the certification of the telecommunication equipment ?

5. What are the terms and conditions of the certification of telecommunication equipment?

6. How long is the certification process?
   Certification process shall take place maximum 60 days. It consists of 5 days for checking the application terms and conditions, 45 days for equipment test and 10 days for evaluation of the test report and the issuance of the certificate.
    
7. What is the tariff of the certification of telecommunication equipment?
   The tariff of the certification is based on the Government Rules No. 27/2005 and 28/2005. Certitication tariff consists of two fees which are certificate fee and testing fee (test conducted by DGPT Test House). Testing fee conducted by Telkom Risti Bandung is determined by Telkom Risti Bandung .
    
8. Shall the certificate holder attach label (mark) on the certified equipment?
   Yes, the certificate holder shall attach label (mark) on the certified equipment. For the purpose of the monitoring, label shall also be attached on the equipment boxes. The label is a mark that the equipment complies with the technical regulation in Indonesia . The purpose is intended to guarantee for consumers and monitoring by the Directorate General of Posts and Telecommunications in the market.
    
9. Shall telecommunication equipment already granted international certificate be certified in Indonesia ?
   Yes, eventhough an equipment is already granted an international certificate, the equipment shall be certified to comply with the Indonesia technical regulation.
    
10. How far is the implementation of Mutual Recognizion Arrangement (MRA) in Indonesia ?
    The implementation of the MRA is between Indonesia and Singapore on the field of mutual recognizion on test report of analogue telephone set. Certification pursuant to MRA, besides other terms and conditions applicant shall attach the test report from an accredited test lab. The equipment shall not be tested by Indonesia test house.
